Dell, your electric fuel pump will not receive any power with the key in the "on" position ONLY!
This is due to NO engine oil pressure and the N/O low oil pressure switch, as per USCG regulations.
(electric fuel pump must shut off in the absence of oil pressure)
There will be a "start-by-pass" circuit that will momentarily operate the fuel pump during cranking only.
Once the engine fires up and oil pressure is achieved, the "start-by-pass" circuit drops out of the loop. The N/O oil pressure switch now closes and continues fuel pump operation.
Have a helper crank the engine over while you check for power at the fuel pump.
Check this circuit's relay also.
It will also help if you were to find your engine harness schematic.
Your OEM Service manual or work shop manual may show this.
