2000 Mercury rebuild help!

Motor had low compression so I honed the cylinders and installed new Pistons and rings. The conpression is no better then it was before. Could I have installed the Pistons wrong? I noticed that one side of the piston was slightly different then the other. Is there any fixing it from here or is it a parts motor?
 
Did you hone it with a diamond hone??? Did you mike the cylinders to see if out of round??? You cannot hone these blocks with a ball hone or spring hone. When properly honed the cylinders will have a slightly rough look not smooth.
 
I used a regular spring gone from harbour freight. Didn't check for it being out of round. Should I just put it back together and sell it for a parts motor? I'm pretty sure I could get back the money I have in it which is only around 300 bucks.
