1983 Mercury 90hp Tower of Power lower unit won't drop down

That sounds like the drive shaft is stuck in the crank,saltwater motor? You could try wooden wedges between the lower unit and leg,tap them in gently,have something to catch the unit in case it shoots off.Hopefully
 
Bolt under the trim tab removed ?----------Then use thick washers above the nuts on the side and see if you can use them to push it down.
