Correct however I was thinking there may be a possibility he might have been slightly off. Could you please refer to the video to tell how you think it's running
 
I took the engine to the mechanics and the mechanic believes it could be a fuel issue, he is attempting to put a new carburetor kit in and new fuel pump to rule out this as being a problem. The engine runs great at high rpm but struggles to idle correctly. Do you think these may be a possibility.
