18hp Johnson slow idle needle

Hi everyone. I've recently stripped down the carb on my 18hp Johnson and when taking out the slow idle needle a silver collar came out with it.
My questions are, should that happen? And also when reinstalling whereabouts on the thread should it go?
Any help is greatly appreciated.
 
Unstall that part into the carburetor.---------------Now put new packing washers on the needle.----------Then install the needle.-----------Then install the packing nut and gently tighten it..------------------Turn needle in till it seats and tighten packing nut some more.-------Back out the slow speed needle 1 and 1/2 turns.
