Water leaking at top of base of driveshaft housing

While getting ready to winterize the motor we noticed water coming out this whole that I don't remember happened last year. Seemed to only do it when the engine was tilted. Is this normal or a indication of a problem? If so what causes this?

That's normal if it's just water. Water do fill all that inner area when your lower unit is submerged. That's why that shift rod area requires a good seal to keep water out of the gear housing.
