Throttle shaft in carb seizes. - oceanpro 200

Hi. The throttle shaft on the upper two carbs - starboard side- seized up . I have always had a problem with slight fiction there which kept the throttles from closing completely what with the quite weak spring the have. Any one experienced this and fixed it?
