Spun prop?

1971 25hp evinrude. I think I spun the prop hub. When I try and get the boat on plane it sounds like the prop cavitates and the rpm's jump way up. Let off the gas and it "grabs" again until I try to get on plane. How can I tell if the prop hub has spun for sure? And if it has spun can I order a new hub?
 
If that same engine has functioned properly in the past on that same boat, then yes, that sounds exactly like a spun slipping hub on the propeller.

Any reliable prop shop can rehub the propeller. THe alternative is to replace the prop.
 
Put a mark on the prop shaft and the prop in alignment. Take it and run it. If the marks are out of alignment when done, the hub has spun.
