2010 Tohatsu 4 stroke 8 hp manual start short shaft

Motor not ran for 2 years. Took off carb boiled out blew out all lines, new fuel filters. When I reinstalled now choke will not function properly. When long bolts are tightened the choke lever will not move. If I loosen the left side long bolt th choke will unction again. Please help!!!!!!!!!!! Thanks Will.
 
Looks like I bent the spring next to the lever assembly. But just barely. I do not understand the reason for this spring!!!!!!!!!!! plastic assembly seems to be hitting on something maybe inside of carb when bolts are torqued down. I can not figure out where!!
