exhaust cover gasket

I have a 1998 20 hp Mariner and need to replace the exhaust cover gasket. do i need to remove the power head to do this. there is no room to remove the bottom two bolts.

Can you pull the cover after you loosen the bolts? You may be able to pull the cover and bolts together and just put it back together the same way as long as the bolts clear the head.

I bottom bolts are just hanging there. I just can not pull them out. I thought about pulling the exhaust man.(which I have the gasket for that also but as unsure If I was the correct thing to do.
