2000 Mercury 25 hp problem

Bought motor with very low hours that had sat for a while, had carb rebuilt, motor runs strong but plugs foul with oil. I have been through 4 sets of plugs and no one knows what is causing the problem.Water coming from sprayer seems excessive and tempature is cold. Any suggestions would be appreciated.
 
Excessive water is never a bad thing.

Does it have a thermostat installed? That helps with getting the motor up to a decent operating temp quickly.

The fouling plugs might be due to the carb not having been adjusted correctly after the rebuild.

Running very rich "could" account for the extreme oil fouling.

Are you running fresh gas mixed 50:1 with a TCW3 rated 2 stroke outboard oil? Any other oil OR an oil rich mix could also account for some oil fouling..
