Check thermostat and if necessary clear water passages. If you are getting good flow, you will not be getting steam. The idle port will have exhaust mixed in with the water at slower speeds, so maybe it isn't steam. Try checking the actual temperature with an IR thermometer. Perhaps you aren't actually overheating.
