1991 Force 50 HP lose power underload

I have a 1991 force 50 Hp outboard and I was pulling my friend on a knee board and then all of a sudden my boat lost 2/3 of its power. It could go 27 mph full throttle, and now full throttle only goes about 7 mph. I though I lost compression but I checked the compression and one was directly at 120 and the other just under 120 so it has good compression. I have changed the oil in the lower unit, has new gas. Rebuilt the carb, new gaskets cleaned all the jets, an has new fuel and brand new spark plugs. I took it to the lake today after we finished rebuilding and it was still only going about 7 mph. But before we took it to the lake we ran it at home with the Water hose adapter and it ran perfectly. But at the lake under load it does. Can anybody please tell me what else it could be? I have no more ideas from where to go from here
 
Take the fuel pump apart, check for rips or holes.
The 91/50 came with 2 different chokes.
One a mechanical and the other a primer with a diaphragm.
The second can develop a hole in the diaphragm and it can feed extra fuel.
Check the fuel lines and connections. Some connections can leak and suck air.
Check the vent line.
Ethanol in the fuel can break down the rubber hoses.
