m-318b cooling issue

I am a complete newbie to this engine. It is leaking white oily stuff from bottom right of engine. It looks like where you would add oil. The cap presses down and twists to lock.
 
So I found that the raw water intake screen was really clogged. That has the engine running much cooler but no matter what I try fluid leaks around the cap at the base of the engine. Still don't know what this thing does. Any help is much appreciated. Oil pressure is 30-40.
