Water Pump Issues

Had my '60 Starcraft with '66 80hp Evinrude Starflite. Water comes out at a good rate but when I go 3/4 to full throttle not much is coming out. Any ideas?

At slow speeds, the exhaust relief blows the water out in droplets , but at higher speeds the exhaust goes out underwater so the water just sort of flows out. In either case, that is only PART of the water and varies with thermostat position. So it is not a real good indicator, but just shows that at least something is going through.
 
In the service manual it says at "at low speeds the impeller works as a displacement pump. At higher speeds water resistance keeps the blades from flexing and the pump acts as a circulator, enough water being provided by the forward motion of the motor through the water." So if I'm understanding this correctly most of the water is going out with the exhaust out of the exhaust outlet?
