Evinrude engine troubles

I have a late 60's Evinrude engine 40hp , sorry dont know what year or serial number somebody took the badge off. The problem is it will not go fast, I have had the carb proffesionaly rebuilt, I have checked the reed valves, and I also have done a compression test. The engine starts everytime, but it does rev high when in neutral and once you put it in gear it won't go at the speed it should.
 
Classic symptoms of a motor running on one cylinder.----Check for spark , real spark that is.--------It must be able to jump a gap of 1/4" or more on both cylinders.-----And yes they will rev up in nuetral on one cylinder.--That test means nothing.
