Motor will lower the motor out drive normally but will not raise

Need some assistance, when I push the button to lower the out drive, it lowers it just fine. When I push it up, I can hear the pump going, but the out drive will not move. The only way to bring it back up is by using the trailering button, but it goes up very slow.

Down Switch = lowers normally
Up Switch = I can hear the pump but will not raise at all
Trailer Switch = Raises the out drive, but very slow.

mine did the same thing, I unhooked the trim cylinders at the outdrive and ran them out with the down button, when they were fully extended I pulled them back in with the trailering button, hooked them back up and has worked great since.
 
Gentlemen, I truly appreciate the assistance. I checked the fluid, it was nasty, milky and had a cake like substance in there. I drained the fluid, took the reservoir off and the filter was ungodly caked. Got it all cleaned up, refilled and it runs like a brand new 1988 Regal Medallion 185. Thanks again.
