1981, 90hp Tilt and Trim Issue

I have a 1981 90hp Evinrude and the tilt and trim is leaking at the release valve. My question is do I have to take the whole tilt and trim off to get the snap ring off the valve? Or is their another option? Thanks
 
No need to remove the PTT assembly.

You simply use a snap ring tool to remove that item... OR... if one end of the snap ring is broken off, use a sharp pointed scribe to remove the rest of the remaining snap ring.

Then replace the O Ring on the release valve that was damaged by that faulty snap ring to begin with.
