115 Mercury tower of power idles but bogs under load

Hello everyone I have a 1982 mercury 115 hp and its starting to get the better of me, it starts up fine and idles like a clock but the moment I put her in gear under a load she will not go faster than 8- 10 mph, I've rebuild the carbs and had the sync but she still does the same thing I very frustrated :( please any help will be greatly appreciated
 
As the poster above me said.. I to have had issues with my 87 115 recently. It wouldnt WOT at all. Turned out to be my upper switchbox. Make sure you test each component before replacement.
