Seaswirl striper problem, planing problem

My 270hp volvo penta seaswirl struggles to get on plane..even with trim tabs. The boat also is very squirrely at speed, is this a prop problem?

Which drive? And what is "at speed". What RPMs? How big a boat?...
Is this a new problem?

I'm with Bob... we'll need more information from you.

Questions:

Is the drive ratio correct for the engine? (the 270 hp V-8 requires the 1.61:1 in the AQ series..... and similar if later drive)
Is the engine in good health? (good cylinder pressures, etc?)
Is the engine in full tune... including the ignition timing achieving the OEM spec'd TA?
Is the Hull Bottom clean and free from marine growth?
Are you trimmed out correctly?
Is the torque tab/trim fin adjusted correctly?
Any excessive steering slop?

Lastly.... are you able to reach your OEM spec'd WOT RPM?
