idle adjustment on 1987 25 hp johnson

how do I increase idle, low speed adjustment doesn't give me what i need, motor stalls at low speed in gear, mostly when docking real pain. Is my timing out a little, motor runs great otherwise
 
I believe you're asking how to increase the idle rpm... Is this engine equipped with remote control cables... OR... is it simply a tiller equipped model?
 
new spark plugs , carb has not been rebuilt, engine starts first pull and runs good no hesitition just stalls at very low speed
