Motor wont idle

I'm brand new to the forum, I was recommended by a friend. I have a 1998 Mercury 70 hp 3 cylinder and I cant get it to idle and it keeps fouling plugs. Some expertise would be greatly appreciated. I've replaced the fuel line, new bulb and cleaned the carbs and even cleaned out the gas tank. I'm at a loss...
 
Could be a bad fuel pump diaphragm, or it might be a bad coil in the stator--run into three of them lately.

I suggest you replace the fuel pump diaphragm and see if that's it. If not, you can have the stator tested with a DVA meter.
