Mercruiser 5.7 engine flooding

I have an inboard 1990 Mercruiser 5.7 engine, the carburetor has been rebuilt, and has new fuel pump. It floods at start, spark plugs are wet. Any suggestions on what is happening?
 
check fuel pump pressure should be 5to 8 psi some times they will go as 12 psi way to much pressure. over comes the float pressure on the needle in the carb.or welch plugs on bottom of carb are leaking?go on web and find carb overhaul they show how to fix them. or rebuild wasnt good
