Starter Problems

I had my starter rebuilt by a very repeatable place put in new selinoid now when I tried starting my 85 horse force outboard motor the starter stays engaged and also the starter did not come back down after I disconnected the battery positive side of battery the only way to turn starter off the wiring is correct anyone have ideas on this problem I'm thinking selinoid is bad even tho it is new?
 
The starter staying engaged, is it running and still engaged?
The bendix dropping isn't always gonna happen.
Usually the motor when it starts and runs, it kicks the bendix out and it will drop by itself.
Test light? Test across both big lugs as you try the key.
Test it while it's engaged and then after the key is released.
Do a compression test.
