I have recently bought a different boat with outboard motor. The decompression mechanism was missing and the motor wouldn't start. Too much compression unless I held in by hand the two valves. I have recently found part for the mechanism but using the starter not the pull doesn't engage the mechanism to decompress the engine. Is there maybe still parts missing or does it only decompress using the manual pull? It does decompress when using the pull
