I have a 1993 Cobra I/O 5.0L.

When I hook the muffs up the impeller draws water and cools the engine. When I drop the outdrive into a large bucket of water it does not suck the water up into the impeller or into the engine....obviously causing the engine temp to rise.

Any ideas what is causing this?
 
poor sealing somewhere between the intake grates on the lower unit and the impeller housing in the upper (or on the engine, depending on which type of 93 Cobra you have)

If a standard dog clutch cobra, there is a housing and gasket on the top of the lower half of the drive, and a few critical seals in the piping there that connect the water supply to the pump. Given the chance, any impeller pump will draw air before it will pull water upwards.
