New to this forum - hoping for some guidance

I have a 90ELPTO (2001--S#OT211318) 90 hp outboard that is leaking lower unit oil from a small factory hole in the lower unit just above and to the right of the upper oil plug. Wondering if maybe the seal on the forward/reverse shaft has failed?
Any info would be appreciated.

I found water, replaced the oil and plug gaskets and ran it last week. Looks like the oil I put in it still seeping from that hole. I will keep checking for water and the oil level. I put the new oil in from the top plug next to the vent- then I read the manual- says to push it in from the bottom-can't see that being the problem.
I don't see anywhere the oil reserve or lines are leaking - but I'll look closer at that possibility too!
