85HP Johnson Outboard cannot get into neutral help please.

I have a 85 hp Johnson outboard motor and when I try and get it into neutral it wont make the last little movement into it. I cannot get engine to turn over then can anyone help me to figure out what I can do to get it shifted into neutral?

Disconnect the shift lever a the motor and move it to neutral manualy then put shift lever in boat in neutral; don't move anything except line up he cable to reattach it to the shift lever by adjusting the length using the turn knob. Good luck
