I have a 9.8 mercy. Starts and idels perfect. But has no power. A three h.p. could out run it. Not sure of the year. The serial number on the side I can find no record of. Has the thunderbolt igingtion.
 
Is it running on both cylinders? Try popping the plug wires off, one at a time. to be sure. Use insulated gloves and a wooden stick 'cause that ignition packs a wallop!
