difference between 1992 johnson 60 and 70hp

According to MarineEngine parts lists, all the parts for a 92 johnson 60hp and 70hp are the same including the pistons crank and oem carb. So where does the extra 10 hp come from?

According to the parts list at marineengines.com they both use the exact same replacement carbs.(apparently the 4th replacement upgrade) Did OMC just drop the 60 hp carbs?( or 70hp)

If you scroll all the way down the 60hp uses 433237 which where updated and the 70hp are 434160 which are NLA. The 70 carbs where updated to the late model style.
