duckboater

I recently purchased a 1982 Johnson (model J15RCNC) which has only been used as a duck boat engine so I'm guessing it is only used each fall here in Minnesota.
I took it out for a test spin and it ran great. The next time I took it out, the rope start spring (sorry for the "new guy" terminology) came out of the starter housing. I pulled it out, fixed it, and put it back in. After that it now only starts when I have the choke out and the throttle all the way open. It runs okay but I can not "rev" the engine as it is already maxed out I can not move the throttle on the shaft.
Any help is appreciated.
Thanks!
