My Mariner Sailmate 4 hp 4stroke 2001 has been difficult to start. And now impossible 
. I have cleaned the fuel line and carburetor. It has new ignition coil, boot and spark plug. I can't see the spark in day light when trying with grounded spark plug or using spark tester (cdi ignition).
Capacitor coil resistance is 73 ohms (manual 95-134 ohms). Is this the most likely culprit? I have only regular meter and can not test the voltage. Any ideas?
