I forgot to raise my 9.8 25" Nissan 4 stroke kicker. I discovered my mistake after several minutes on plane. The kickers was locked down in reverse. Now it won't turn over and seems to be locked up. I can't turn the prop except in forward it spins freely with a soft tick. I pulled the plugs and no change. It ran fine before this incident. Any ideas or suggestions.
 
It is normal for you to be able to rotate the prop forward with a ratchet tick when in F.

Sounds like the force of water flowing past the prop really forced a strong load on the gears, etc., confusing shifting to N to start.

In the process of attempting to start, you may have jammed the neutral safety mechanism (cable operated) at the recoil. Open the cowl, and see if when in N, the pawl is still down and locked into the recoil. If so, pop it up with a screw driver. Then verify that it is up when in N, and down when in gear. If not, the cable may be kinked, or it may need adjustment.
