AQAD40B how freely should the turbo spin?

Hello, I have my boat out of the water atm while some repair work is being do to the leg,

Today I looked at the intake of the turbo and noticed some oily residue inside the air intake, is this normal?
I also stuck my fingers and turned the vanes which spun freely but stopped straight away after my fingers stopped turning them, is this normal?

Turbo should spin freely, but no play in shaft. Oil should not be in the intake. If the engine is consuming oil, this may be the culprit.
