After installing new arco trim motor, trim gauge only points down

1977 140. new trim motor works great but gauge always points down. needle twitches when i move lever up or down, but always points in downward position. was ok with old worn trim motor. what did i screw up?
 
To test the gauge itself, ground the "sensor" (S) terminal of the gauge to ground... the needle should peg "UP". If it does, the gauge is okay. If the gauge checks out okay, either the sending unit went south OR a wire is loose, disconnected, fraying, something of that nature.
