ESA won't engage when shifting (engages manually)

Hi All,

Got a new CDI ESA (and balanced out the resistance per instructions) and a new shift assist switch, they work (engine stumbles) when I manually engage the switch with my finger, but when I move the shift lever the bracket and the switch move together and the bracket presses on the switch too late, after the gear is engaged already (can hear the gears grind). The RPMs are at 650 when I do this. I played around with the shift cable adjustments, but no luck. Any tips from the experts?

this is in the water tied to the dock? or on the trailer?

p.s. the ESA will not prevent the gears from grinding. Momentary grinding is normal during engagement.

On the trailer. Don't notice it too much in the water. I don't hear the grind in the water since the gears are submerged. I just can't tell if it is working or not. With pressing the switch manually it definitely engages as the engine stumbles.
 
the ESA should not engage on the trailer. All ESA observations, tests, and adjustments should be done in the water, tied to the dock.
