2007 Tohatsu 4 stroke engine would not start after being wintered.

The first time out after a 8 month hiatus, with our 2007 Tohatsu 4 stroke kicker , it wouldn't start after multiple times pumping the bulb and trying to start with a pull start. After, when the motor was tilted up out of the water , fuel poured out where it normally shoots water. Could this's be the needle sticking in the carb?
 
OK... 9.8A3... Know them well. If the carb is flooding fuel and dribbling into the lower cowl, the needle is not seating. If so, the float may be stuck; pull the carb and see if everything is right inside it.
OR... if fuel is running out of the exhaust, you may not have ignition... is the stop clip attached?
When you say: "fuel poured out where it normally shoots water", exactly where is that?
90%+ of cooling water exits at the prop. Some may leave via the idle exhaust port, and some will exit via the telltale. Of course, some also exits the drains of the mid section and LU.
 
Thank you for your help. Dear hubby took it to the marine shop. The carburetor was flooded with oil from probably setting the motor down on the wrong side at one point. It has been repaired now, but we will keep all of your points in mind for the next thing. It has actually been a great little motor to own and in all these years, this is really the first problem.
