90 hp Force outboard, 1995 - Trim/Tilt not making contact

When I hit my button on the throttle to bring the trim/tilt up or down I hear a clicking noise in the engine. Nothing happens to the motor (no movement). Occasionally it will make the electrical contact and the motor will move up and down. I checked all the connections to see if one was loose, but that didn't fix the problem. So like I said, I can hear the clicking noise when I press the button. I think it is an electrical issue, not getting power from inside motor down to trim/tilt pump?? Any ideas? I would like to use the boat this weekend for the holiday.

Possibly the contacts in the relays are dirty.
WD-40 and take the wires apart and see if that makes a difference.
Also possible the motor needs the contacts/ brushes cleaned(not likely but possible).
