Exhaust relief ports

I have 2 late 1980's vintage 35 HP Merc outboard motors.

The one currently installed on my boat runs perfect.

The other one which I am currently trouble shooting by running in a very large barrel of water is giving me some problems.

It stalls when shifting into gear. It does not do this on muffs. Timing, compression, carb rebuild and adjust, fuel pump, healthy spark in air, new plugs, new gas, fuel bulb, fuel lines, etc. are all within spec.

The only difference I notice between the 2 outboards I have is that the one in the barrel does not spit water through the exhaust relief ports (2 rectangular slots in the rear of the motor just under the cowling) as the motor currently mounted to my boat does. Is there any significance to this ???? It does seem like a back presure issue to me.

The pee stream is strong on both motors with no overheating.
