Suzuki DT 140 Throtte not working

I am installing a used 140 2007 Suzuki. I have all the wires connected, the motor starts and idles correctly, the Tilt/Trim works, the safety switch/lanyard works, and the motor will (correctly) not start when the engine is in gear. But the throttle will not engage in forward or reverse. Any suggestions where to look to solve? I will take it into the dealer for service but hoped to have it sorted out before I do. I called them and got he usual we can't do diagonstic work over the phone. The engine is supposed to have 210 hours and no diagnostic codes, fresh water use only.
