1988 35hp ignition issue

I have a 1988 murcery 35hp outboard that will turn over but not fire. This is engine #2 with the same issue. Any insight on what could be the issue. Strator and coil packs are new but still will not fire. Original engine had the same issue but found one cheaper than the parts so replaced the engine last night and newly rebuilt engine I bought has the same ignition problem. I have also tried the ignition swith that is I the orginal controls and the one with the new controls. Just stumped of what could be causing the engine not to fire. Thanks for any help.

No spark on either engine using either ignition switch.

Just checked it has spark but still will not start. Any other possible solutions.

Okay. First of all, try shooting some ether (starting fluid in the carb, throttle wide open as you do (then go to the normal idle up position). If it fires, start looking at fuel pump/ carb issues. If not, check the flywheel key.
