86 force 85 hp sputters at high rpms

I have an 86 force 85 hp that idled perfect and runs great at low rpms but sputters at high rpms. All cylinders have 115 compression. I have no clue what the problem is and could really use the advise. Thank you in advance
 
Pull the fuel pump apart and check the diaphragm.
Check for water in the fuel.
To keep the motor running good.
Install a filter between the pump and the carb. Wally World= G-2 or G-12 in the auto dept.
 
Already replaced the diaphragm and gasket. I also drained all the fuel and replaced it with non ethanol fuel, also I already put an inline fuel filter in as well.
