89 Evinrude won't start. Help!

Motor is 40 hp with electric start. Sometimes it will start but 9 times out of 10 it won't. Everything engages as it should but it cranks very slowly. Almost as if my battery was half dead but it isn't. (Has 12.6 volts) seems like the starter isn't getting enough juice to turn the flywheel. Also after attempting to start it my leads and wing nuts on my battery will be scorching hot. Bad starter? Bad solenoid? I guarantee if I wrapped a rope around the flywheel it would start.
 
Are your connections at both ends cleaned and shiny bright and tight? Ditch the wing nuts and use nuts for a good tight connection. Your wires could be corroded on the inside; try bending them and see if they have a crunch feeling; you are getting a high resistance in those wires. Others will chime in with more thoughts. Do this test.-----Use booster cables directly from battery to starter motor.-----How does it spin now?---------These starters are easy to take apart for inspection / repair.
