Idles bad

1987 150 Mariner serial 0b177356, carb is WH-33. have replaced gas lines, spark plug, fuel pump, compression good. Idle rough, spits and coughs, runs fantastic once it gets going. I have noticed in parts manual my engine didn't have adjustable air/fuel jets, they were fixed, mine however are adjustable, when I do try to adjust it doesn't seem to make a difference, normally I'd think my carbs need cleaning, two questions 1. should I change back to the fixed jets. 2 what would be a good starting point to adjust (ie) 1 1/5 turns from lighly seated.Thanks
