Can anyone help. i have a 1994 Evinrude 70 that wont tilt up, it will trim down no problem. When its down full it will not tilt up but when its in trailering lock position it will tilt up but very slowly. There is no noise coming from motor when in down position if i try to raise it. Ive checked oil and it seems ok.
