Default Mercruiser (cummins) 2.8 ES 200 - Fluctuating idle

I have a Mercruiser (cummins) 2.8 ES 200 with fluctuatingidle. The engine fluctuates +/- 100 rpm when running on idle.
If I increase the engine speed 100 rpm the fluctuating stops. When running onmax power it's missing 3-400 rpm.

Cold starting the engine is also a problem. The engine runs up to high RPM andcuts off after 2 sec.
After about 20 attempts to start the runs contiously with fluctuating idle.

What I have already done to solve the problem:
    - Nozzles tested and adjusted by authorized workshop.
    - High pressure diesel pump tested i bench by authorized workshop. Found OK
    - MAP sensor switched with a new one.
    - Diesel delivery hoses and pipes checked or air leak.

None of this solved my problem. Any suggestion about what causes the problem?

I don't know that engine, but it is the common rail, electronic injection version isn't it? If so, has the crank position sensor operation been checked? With everything you have done already it sort of gives you the feeling that it might be a sensor problem.

It's not a common rail engine. It's the D-tronic version with a ordinary Bosch EDC VP pump.

Has the injector pump timing been checked? I am dealing with a slightly similar issue on a Mercruiser D254 and am about to check the timing on my engine as I think that it may be too retarded. Hunts a little at idle, does the high rev then die when you start occasionally and smokes too much. If I use the cold start lever (my engine has one) to advance the timing all those problems stop.
