Water in Oil or Oil in Water

Good Afternoon - I would appreciate your opinions on the following Chrysler 318 1973 -- discovered water in Oil (milky) Pulled heads found pockets of oil in both the Valve Train and Cylinder Heads - Cylinders & Pistons were clean Cylinder Head Gasket looked alright - Removed both the Exhaust elbow and riser. This riser is different - The water passage thru the Exhaust is about an inch or more - On this riser it is about a quarter of an inch - Thanks
 
Water can get into the motor easily from a bad exhaust system. You might have to replace yours to find out.

The Riser mentioned above restricts waterflow by over a half. As the cylinders appear.to be normal where can there be a leak in the Motor I will pressure test the Manifold but this Rise has got me spooked
 
The entire exhaust system can be pressure checked (don't bother with the elbows--they can't leak water in) by constructing a few blanking off plates and gasketing the whole works together.
