1976 9.8hp mercury 110 cilinder block removal?

Hey Folks, I recently removed the cilinder head on my mercury 110 and noticed the inside was in pretty bad shape, do I need a new one? or does it simply need some fixing up? and is this normal? or has the engine been submerged? if I do need a nw one, or if I have to remove the cilinder block, how do I go about doing this?
I included a picture below.

What you removed is NOT a cylinder head.----It is merely a cover for the water jacket.-----When that engine is running this area is full of water.---Likely salty water. Try to resurface the block carefully with a file and the same with the cover.--Install a new gasket with some sealer.
 
oooh I see, excuse my unknowledge, as this is my first outboard and I merely bought it to learn, so the cylinder block is still okay? it had good compression.
