87 Force 125 rough running/no power

Looking for a little advice here:

My friend as a 1987 Force 125 that he recenty bought and I'm helping him to get running better as I have a little experience with outboards...but certainly no expert. The issue is a major lack of power at WOT. However, intermittently it will take off but only for a few seconds then back to no power. We did replace the #1 and #3 coils due to no spark. There is now spark on all 4 cylinders, but lack of power (10 mph max). I am assuming carb issues and am planning on cleaning soon but are there any other thoughts? BTW, new gas tank, fuels lines/filter, inlet filter screen on fuel pump. Thanks!

Compression?
If it has intermittent fire or low power?
Check all the leads from the trigger.
I routinely replace all the wire connectors on all the parts.

Update: After removing and cleaning the carbs, I removed the "plate" that holds the powerpacks and coils and found that the ground for one of the powerpacks was not properly grounded. Just waiting on new gaskets so I can reassemble the carbs and test run!
