Why does my prop turn all the time???

1978 90 hp merc motor. I just changed my water pump in my boat and when I had it on the hose I realized the prop turns all the time even in neutral. I just put this motor on my boat so could it be that something isn't hooked up right or it's out of adjustment? If so what should I check? Thanks
 
I figured out what I did. I didn't get the neutral shaft lined up right when I put the water pump in so now I need to figure out how it needs to line up
 
No that's no it. I got it figured out. It was the little splined shaft in the lower unit that I didn't get aligned right when I put the lower unit back on
